Comprised of the Governor Leonel Brizola Public Library and the Raul Cortez Municipal Theater, the Oscar Niemeyer Cultural Center, designed by the renowned architect that gives it its name, shows its magnificence to passersby at the Pacificador Plaza, in the Duque de Caxias city center.

Opened September 27, 2004, the library has a collection of more than 15 thousand books, spread over two floors, one of which solely dedicated to literature for kids an teens. There are events year -round, such as story-telling for students from public and private schools, exhibits and lectures.

Two years later, on September 23, 2006, the Raul Cortez Theater was erected. It is the third largest stage in the state, with 440 seats. Artists such as Deborah Colker, Adriana Calcanhotto and Geraldo Azevedo have all performed there, while Aderbal Freire-Filho and Elisa Lucinda have staged their shows there as well.

- The Telecenter, created out of a partnership between the Governor Leonel Brizola Public Library and the Ministry of Communications, offers 10 workstations to pre-registered users.
